The minutes of the regular meeting of the Ways and Means Committee of the Town of James Island held Tuesday, October 7, 2003 at the Town Hall, 1246 Camp Road.

The meeting was called to order by Mayor Mary Clark with Councilmen Joe Qualey, Bill Wilder, Parris Williams and Bill Woolsey attending.  Also present were Mike Socha, Town Attorney, and Marie Copeland, Clerk-Treasurer.

Councilman Wilder motioned for the minutes of the September 16, 2003 meeting to be accepted as written; Councilman Williams seconded the motion.  The vote from Council members and the Mayor was unanimous.

OLD BUSINESS:

There was a misunderstanding with Mike Socha on the fact that he was to follow up with the county on pricing and the Town’s ability to change its mind about these projects should the County quote an unreasonable price.  Councilman Williams stated that he was confident that the prices were correct and that they represented the cost of materials only.  After brief discussion, Councilman Williams moved

THAT a letter be sent to Charleston County Public Works stating the Town’s interest in having 4 roads paved, namely Seawater Road, Elias Lane, Sigsbee Road and Ben Road; ask when the project would begin; exactly what costs the Town would pay and what the total cost would be.

Councilman Williams seconded, and the subsequent vote was unanimous to send this letter.

NEW BUSINESS:

For the questions of funding for the copies of the Land Use Ordinance, the floor was turned over to Planning Commission Chairman Leonard Blank.  He stated that, assuming that the ordinance passes second reading this evening, it will be in effect immediately and copies of the Ordinance need to be put into the hands of the Charleston County Planning Department, the Planning Commission members, BZA members, Town Council members and copies kept on hand here at the Town Hall.  He was, therefore, requesting that funds be made available to him to handle the task of printing fifty (50) books, approximately $2,000.00.   He has spoken to both Kinko’s and Scan Works to get quotes; the prices are quite close.  Councilman Woolsey asked if there was money remaining in the Planning Commission budget to cover this expense, and Mr. Blank told him that there was not.  Councilman Woolsey was prepared to transfer the money from the Reserve Fund to the Planning Commission, but, with Mr. Blank’s approval, Marie Copeland stated that she did not feel this was a Planning Department expense, but rather a Town expense.  She also noted that inclusion of this expense in the Planning Commission budget would overstate expenses for the Planning Department as the current year’s expenses would be used to project the next year’s budget and that, chances are, there will not be a similar expense next year.  Following brief discussion, Councilman Woolsey moved

THAT the 2003-2004 budget is amended by transferring $2,000 from the Reserve Fund to the Administrative Printing budget to cover the cost of printing fifty (50) the Land Use Ordinance books.

The motion was seconded by Councilman Wilder and was unanimously approved by Council.

There was no additional business to come before the committee; therefore, the meeting was duly adjourned at 6:40 p.m.
